How the SAP calculations work

For the assessment of residential buildings, Stroma assessors use the revised Standard Assessment Procedure 2005 (SAP) which was devised by the government to assess the energy performance of a dwelling:

  • Quality of construction (including Air tightness of the dwelling fabric)
  • Materials used in construction
  • Thermal insulation of building fabric
  • Ventilation
  • Lighting
  • Efficiency and control of heating systems
  • Solar gains through openings
  • Cost saving from Low or Zero Carbon (LZC) technology
  • Thermal mass of the building fabric.


The SAP rating is determined by calculating the Target Emission Rate (TER) and the Dwelling Emission Rate (DER). The TER is based on the carbon emissions of a notional building which is the same size and shape as the actual dwelling. However, the notional building has emissions 20% lower than the 2002 Part L1a Regulations. Thus all new dwellings must be 20% more efficient than the previous minimum standards.
