New and existing non dwellings, Commercial Energy Assessment (SBEM and DSM)   The legislation for the EPBD was introduced in March 2007, which prescribes a phased introduction for EPCs to be introduced for Non Domestic Buildings. EPCs are required for the construction, sale or rent of non-dwelling buildings with a floor area over 10,000 m2. After the 4th July 2008 EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 2,500 m2. 1st October 2008 EPCs required on the construction, sale or rent of all remaining buildings. Stroma are the FIRST company to lodge a commercial EPC, carried out by the FIRST Accredited Commercial Energy Assessor in the country from Stroma Accreditation. More information.   FREE Commercial Accreditation For a limited period only, Stroma offers FREE accreditation membership for our CLG-approved commercial and public accreditation schemes to levels 3, 4 & 5. It is estimated that EPCs will be required for approximately 220,000 buildings (Non-dwellings) per annum, which includes approximately 15,000 newly constructed buildings. These buildings will require energy assessors to be trained to understand the onsite requirements as well as the design based assessment techniques.   With an increasingly high demand for Commercial Energy Assessors, Stroma is in exclusive alliance with IES to deliver a unique Level 3 solution. This complete package includes access to superior IES software, relevant training, accreditation and support. The option to further develop your expertise and progress to Levels 4 & 5 is also available. You must be qualified and accredited to the relevant levels to undertake assessments. Level 3 Candidates at level 3 will be qualified to undertake EPCs on basic existing non-dwellings, that have frequently occurring characteristics, which can be modeled using the Simplified Building Energy Model (SBEM). Commonly occurring characteristics include simple heating systems, natural ventilation and small (non complex) cooling systems. Level 3 is restricted to site based energy assessment of existing properties, it does not include assessment of new-build properties from plans / design specification. (IES software <VE SBEM>) Level 4 Level 4 assessors will be qualified to undertake assessments of newly constructed and existing non-dwellings (that can be modeled on SBEM). Level 4 assessors may also be competent to oversee a team of specialist surveyors that on their behalf may undertake site surveys, (although the assessor will take responsibility for the completed energy assessment). Accreditation to Level 4 embraces Level 3 activity. Level 5 Level 5 Assessors will be qualified to undertake assessments on any newly constructed or existing non- dwellings utilising DSM (Dynamic Simulation Modelling). Software information packs will be available throughout the training courses.     Commercial Energy Assessment Accreditation     There are 2 routes to scheme membership for Building Energy Assessors, both routes demonstrate that all candidates are suitably qualified and competent. The 2 routes are as follows:   National Occupation Standard (NOS) Qualification. A vocational diploma in non-domestic energy assessment is currently available to level 3, the 2 further levels (4 and 5) are due to be developed within the coming months. This route will facilitate entry to non domestic energy assessment sector for new entrants with limited current experience of assessing energy performance of commercial buildings. Accreditation of Prior Experiential Learning (APEL) The Accreditation of Prior Experiential Learning (APEL) route to qualification has been devised to recognise existing competence within the industry, in particular highly experienced practitioners who can demonstrate they already have all the knowledge and experience equal to the National Occupational Standards (NOS). All APEL applicants are assessed against a set procedure which maps their experience and knowledge against the requirements of NOS, in order to undertake this approach the applicant must complete the appropriate APEL application form and provide the required information as detailed on the form. The key areas are as follows: You must demonstrate an understanding of the methodology appropriate to the provision of EPCs for non-dwellings. Utilising either iSBEM, (or an approved alternative) and/or an approved DSM (Dynamic Simulation Model). You shall possess the ability to survey buildings, collect relevant information such as: floor area, envelope fabric and building services. You must meet the Performance Criteria, Knowledge and Understanding requirements prescribed within the National Occupational Standard. You should hold an appropriate professional qualification relating to the design, construction or energy assessment of building, Stroma will advise you of this qualification requirement.
